They just upped the limit for permanent accounts from 15 to 50. It's a bit excessive, if you ask me (I'd have been happy with 25), but hey :) (Actually, I'd have been happy to pay for the extras, even).

Anyone with a paid account can buy up to 50 userpics (http://www.livejournal.com/~news/72924.html) (I think that's 40 extras).
